A 2021 assessment by the World Benchmarking Alliance concluding that "only a minority of companies are engaged with a ‘just’ transition, if they are undertaking a low-carbon transition at all...Without concerted effort to bring people along as part of the decarbonisation transformation, it isn’t just workers and local communities that will suffer and be left behind; the entire transformation is at risk of being undermined by civil unrest among workers and communities whose livelihoods are threatened." A 2015 analysis by the U.S. Economic Policy Institute of the jobs impact of the Environmental Protection Agency (EPA) proposed regulation, The Clean Power Plan, calling for emission limits to be met by 2020 and instructing states to develop plans to reduce greenhouse gas emissions from existing fossil fuel–fired electric generating units.

Covid-19 and a Just Transition in India's Coal Mining Sector The COVID 19 pandemic hit India hard in early 2020, with negative GDP growth and a surge in unemployment. In the energy sector, coal fired power generation was already under pressure from overcapacity, low electricity demand growth, and increasingly competitive renewables.
