A companion to the main report, this appendix looks at the costing of Just Transition explicitly recognising that both the routine operations and any closures of coal-fired power stations produce economic cost “externalities”, producing a much more accurate picture of the true costs of decisions — such as whether to close a power plant or not — and who carries the various costs under each option.
