A 2020 amended proposal by the European power sector which amends the original proposal of the Just Transition Fund in a way that is inclusive of the the energy aspects the of the transition. It highlights the importance of shaping an instrument that is fit for purpose.

A 2021 briefing by the European Parliament about the planned Just Transition Fund. As part of the European Green Deal, on 14 January 2020, the European Commission adopted a proposal for a regulation to create the Just Transition Fund, aimed at supporting EU regions most affected by the transition to a low carbon economy. A 2016 technical paper by the United Nations Framework Convention on Climate Change which provides an overview of the work undertaken under the Convention on a just transition of the workforce, and the creation of decent work and quality jobs in the context of the impact of the implementation of response measures. The paper also presents the general concept of just transition, including the drivers and objectives of such transitions, and then discusses the linkages between just transition and the impacts of the implementation of climate change mitigation policies. This is the fifth edition of the report from the European Commission. This 2022 edition continues to "analyse the scope and size of the Blue Economy in the European Union. It aims at providing support to policymakers and stakeholders in the quest for a sustainable development of oceans, coastal resources and, most notably, to the development and implementation of polices and initiatives under the European Green Deal in line with the new approach for a sustainable Blue Economy."

A 2018 report by the Joint Research Centre (JRC) of the European Commission entify the regions2 that looks at the "potential decline of coal mining and coal power-plant activities" and assesses "the impact on regional jobs" as well "reviews potential actions that could be undertaken at regional
level, which could help re-use retired coal infrastructure and re-deploy personnel to new
activities or extend the life of coal power plants with lower impact to the environment, thus maintaining jobs and economic activities within the affected regions"

This table from January 2020 outlines the Just Transition Mechanism allocation for the European Commission pursuant to the Amended proposal for the Just Transition Fund which "will provide support to all EU Member States, while concentrating on those territories and regions where the magnitude of the climate transition is larger."

The COVID 19 pandemic hit India hard in early 2020, with negative GDP growth and a surge in unemployment. In the energy sector, coal fired power generation was already under pressure from overcapacity, low electricity demand growth, and increasingly competitive renewables.
