In June 2022, this report was published to detail the work of the South African Presidential Climate Commission (PCC), a multi-stakeholder body, to define a framework for Just Transition declaring, in part, that it is "essential that impacted
workers and communities do not carry the overall burden of the transition, and the costs of adjustment are borne by those historically responsible for the problem."

The COVID 19 pandemic hit India hard in early 2020, with negative GDP growth and a surge in unemployment. In the energy sector, coal fired power generation was already under pressure from overcapacity, low electricity demand growth, and increasingly competitive renewables.
